Max Rogo is the assistant to broker Charlie Glide, who also helps broker his drug dealings (while Charlie stays away from "the bad thing"). In 1986 Max and Glide arranged for Sara Davis to "mule" in a sample of cocaine from the Peruvian Zabado, but Sara died before the sample could be delivered, and her brother, Tim, who set up the deal, was arrested and the arresting officers, James "Sonny" Crockett and Ricardo "Rico" Tubbs were trying to set up Glide and Max on a drug deal, with Tubbs offering thousands of dollars in cash for Max to "invest". Later, Tim stopped by demanding to see Glide with "expensive information", however Max and Glide blamed Tim for the deal's problems and shoots Tim dead with Guide's gun, later Max tried to set up Crockett and Tubbs with Zabado to have a warehouse explode with them in a boat, but they escape, and haul Max into jail, forcing him to testify against Glide, but is later killed in the shootout with Crockett, Tubbs, Zabado's and Sugarman's men.
