Leon Wolf is a convicted murderer, having been busted by Metro-Dade Vice Detective Ricardo "Rico" Tubbs in 1986, then sentenced to death after his conviction. However, in 1987, as part of his plot to avenge his father's death, drug lord Orlando Calderone got Wolf a "pardon" (paid off the judges) and sent him to St. Gerard as one of three men (Orlando's cousin Xavier was the other) to finish Tubbs once and for all. Wolf and Xavier also killed the deputy Reuben Olivo when he tried to defend Tubbs, and after Orlando's plane landed Wolf and the Calderones went looking for Ricardo. But during the final showdown, Wolf was shot dead by Tubbs' girlfriend Alicia Austin using Xavier's gun (after Tubbs killed Xavier), leaving only Orlando to face him.
