Ismael "East" Carlo (born January 29, 1942, Cabo Rojo, Puerto Rico) is a Puerto Rican character actor who appeared as Victor Vasquez, a former Cuban freedom fighter in the episode "Cuba Libre", and Chi-Chi Rodriguez, operator of a rolling gambling den (and to whom Stan Switek owes gambling debts) in the episode "Hard Knocks" of the series Miami Vice.
