Phil Soltanec (born February 7, 1956) is an American comedian and entertainer, known as Emo Phillips, who made his film debut in the show Miami Vice as Joe Pert, "planted" in the game Rat Race so Phil Mayhew (played by Phil Collins) would be sure to get the $100,000 prize from the show in the episode "Phil the Shill".

Phillips was born in Chicago, Illinois. He became a comedian in the 1980s, using his trademark falsetto voice and playing on words in his act. He released his first comedy album in 1985, E=mo², with his second called Emo being released in 2001. Phillips also worked with "Weird" Al Yankovic on a number of projects, including his movie UHF (with Michael Richards and David Proval), his AL-TV segments on MTV, The Weird Al Show, and appeared on two of Yankovic's comedy videos. He also became a voice actor for animated shows such as Dr. Katz, Professional Therapist, Home Movies, Slacker Cats, and Adventure Time. He also appeared in and produced the original Meet The Parents in 1992, and served as associate producer in the 2000 remake (with Ben Stiller).
