Cruz was a convicted criminal, Spree Killer and a known sociopath; whatever Cruz wants, nothing stops him from getting it. he was convicted of an armed robbery of an armored car (along with Wilson) and sentenced to prison when he wouldn't identify his accomplices. In 1988, Wilson and Cruz were attending a prison concert when a riot broke out, both Wilson and Cruz were smuggled out in music equipment boxes, then shot dead the person who helped them and went looking for Scotty McKenna, who was the driver of the getaway car, and Doc Jerry, who knew where the haul from the robbery was. En route they carjacked two people, set fire to a gas station booth, and took a woman, Kathleen Gilfords, hostage. Cruz also killed one police officer and wounded another in the town where they found Kathleen. Cruz later shot Doc Jerry dead when they found out he took the money, invested in the stock market, then lost it all when the market crashed. Metro-Dade Detective James "Sonny" Crockett went out in pursuit, but was stopped by the cons, and Cruz took great delight in beating on a cop as well as making unwanted advances toward Kathleen. After Crockett subdued Scotty and "drowned" Wilson, he then beating on Cruz when he tried again to assault Kathleen, finally taking Cruz down, later he was sent back to jail, adding murder to his list of charges.
