Carl is a former inmate of Bolton Prison. After the Aryan Sons gang, led by Hammer took his eye for monies owed, Carl befriended the leader of the Muslim Brotherhood, Samson, and taught him how to read, which allowed him to survive. He was working in a library when Vice cops Stan Switek and Larry Zito visited to get info on Bolton to help Ricardo "Rico" Tubbs survive while he attempts to end the deaths there. Switek and Zito promise to move up Samson's parole hearing by two years if Carl helps them with Tubbs. Carl agrees, but Samson is killed by the guards defending Tubbs, and when he picks up Samson's body, Carl blows Tubbs' cover to the guards.
