Billy was an associate of mobster Frank Mosca, he ran a background check on Mosca's new girl, Gina Troyano, an interior designer from Philadelphia (which she passed), drives Mosca's limo, and also arranged for a drive-by shooting against Mosca and Gina to make it look like Mosca's rival, Jimmy Roth, did the shooting, then disposed of the car and destroyed all evidence. When Mosca took Gina (whom he had made for a cop) to Willy Cook's spaghetti factory to finish her off, Billy told Metro-Dade Detectives James "Sonny" Crockett and Ricardo "Rico" Tubbs (under duress of being "barbequed") where Gina and Mosca were.
